INFORMING PATIENT RIGHTS AND RESPONSIBILITIES

The patient rights and responsibilities below are written in accordance with the Patient Rights Regulation dated 16.01.2019 and numbered 30657.

OBJECTIVES OF PATIENT RIGHTS

As Emsey Hospital, it is to determine the rights and responsibilities of patients and their relatives who apply for examination and treatment during their service at the hospital and to inform them. 

PATIENT RIGHTS AND RESPONSIBILITIES

1- Right to Benefit from Health Services

  • The patient has the right to benefit from health services in accordance with their needs, including activities to promote healthy living and preventive health services, within the framework of the principles of Justice and Equity.

2- Right to Inform and Request Information

  • Patient; has the right to request verbal or written information about how and under what conditions he can benefit from health services.

3- The Right to Choose and Change the Health Institution and Personnel

  • Patient; Provided that the procedures and conditions stipulated by the legislation to which it is subject are complied with, he has the right to choose the health institution and organization and to benefit from the health services provided in the health institution he chooses.

4- Respect for privacy and the right to demand it

  • Patient; has the right to request that medical evaluations related to his/her health status are carried out confidentially.

5- Right to Request Determination of Priority Order

  • The patient has the right to demand that his priority be determined objectively and based on medical criteria. Emergency and forensic cases and elderly and disabled patients have the right to priority in receiving health care.

6- Right to Diagnosis, Treatment and Care in accordance with Medical Requirements

  • The patient has the right to demand diagnosis, treatment and care in accordance with the requirements of modern medical knowledge and technology.

7- Right to Medical Care

  • The Health Personnel shows the medical care required by the patient's condition. Even if it is not possible to save the patient's life or preserve his health, it is imperative to try to reduce or relieve his suffering.

8- Right to Examine Medical Records and Request Correction of Records

  • Patient; can examine the file and records containing information about his/her health status, directly or through his/her representative or legal representative, and obtain a copy. These records can only be viewed by those directly involved in the patient's treatment.

9- Right of Consent (Consent)

  • Patient; has the right to participate in the treatment by giving consent, to be informed before any surgery or treatment.

10- Right to Refuse and Stop Treatment

  • Patient; Except for legal and mandatory cases, the patient has the right to refuse the treatment planned or to be applied to him, and to request that it be stopped, with the patient's responsibility for the negative consequences that may arise.

11- Right to Security

  • Patient; has the right to expect and demand to be safe in health institutions and organizations.

12- The Right to Fulfill Religious Obligations

  • Provided that they do not cause disruptions in the services of the institution, do not disturb others, and do not interfere in any way with the medical treatment organized and carried out by the personnel, a religious officer who is in accordance with their religious beliefs is invited, upon their request, to suggest religion to the patients and support them spiritually. Religious books are delivered to patients by the patient rights unit upon request.

13- The Right to Respect for Human Values

  • Patient; has the right to receive a health service in health institutions and organizations, worthy of human dignity, where all necessary hygienic conditions are met, noise and all other disturbing factors are eliminated.

14- The Right to Have Visitors / Companions

  • Patient; Depending on the working procedures and principles of the health institution and institution, the doctor in charge of the treatment has the right to have a companion or visitor, to the extent required by the health status of the patient, as permitted by the legislation and the facilities of the institution.

15- Right to Take Protective Measures

  • Patient; has the right to receive (see) appropriate service (treatment) in order to be protected from disease.

16- Right to Quality Standards

  • Every individual has the right to benefit from high quality health services within the scope of compliance and characteristics of strict standards.

17- The Right to Avoid Unnecessary Pain / Pain and Distress

  • Every individual has the right to be protected from pain and distress as much as possible at every stage of his illness.

18- Right to Personal Treatment

  • Patient; have the right to be directed to diagnosis and treatment programs according to their personal needs.

19- Right to End of Life Care

  • The right to receive treatment that will relieve the patient in the terminal period when healing is not possible and that will keep the quality of life at the highest level is respected.

20- Right to Application, Complaint and Lawsuit

  • In case of violation of the patient's rights, the patient and those related to the patient have the right to all kinds of applications, complaints and lawsuits within the framework of the legislation. 

RESPONSIBILITIES OF THE PATIENT AND THEIR FAMILIES

1- General Responsibilities

  • Our patient should follow the treatment plan and recommendations for a healthy life recommended by the doctor responsible for the treatment.
  • Our patients and their families can donate blood. They can donate tissue or organs.
  • In simple cases, people should take care of themselves

2- Social Security Status

  • Patient; It is obliged to notify changes in health, social security and personal information in a timely manner.

3- Informing Healthcare Professionals

  • Patient; It should provide accurate and complete information about the medical history, current complaints, treatments applied, drugs used and changes in their condition.

4- Compliance with Hospital Rules

  • Patient; should act in accordance with the rules of the health institution to which they apply and comply with the practices to be made.
  • Patient; It must comply with the referral chain determined by the Ministry of Health and other Social Security Institutions.
  • The patient; During treatment, care and rehabilitation, it is requested to cooperate with health workers.
  • Patient; If he is using a health institution that provides service by appointment, he is requested to comply with the date and time of the appointment and the changes must be notified to the relevant place.
  • Patient; The institution should respect the rights of its employees, other patients and visitors.
  • Patient; should not damage the institution's materials; In case of damage, he is responsible for compensating the cost.

5- Compliance with Recommendations Regarding Treatment

  • Patient; He should listen carefully to the advice about the drugs he uses in his treatment and ask about the parts that he does not understand.
  • The patient; In case of inability to comply with the recommendations regarding the treatment, the health worker should be informed.
  • Patient; He/she should indicate whether he/she understands the health care and post-discharge care plan correctly as expected.
  • Patient; He is responsible for the problems that may arise due to the refusal of the treatment to be applied or the failure to comply with the recommended treatment plan.

6- Responsibility to Pay Health Services Expenses

  • Patient; At the stage of applying to the health institution, he should give information about how and by which institution and organization the health expenses will be covered. The patient is obliged to pay the amount to be paid for the applications made for diagnosis and treatment within the period determined by the institution.

7- Responsibility to Notify Communicable Disease

  • Patients who are suspected or diagnosed with a contagious disease are responsible for not leaving the hospital unless the authorized doctor has permission to show that there is no harm in leaving.

8- Responsibility for Not Making Improper Requests

  • Our patients should not demand the administration or application of any medication that is not considered appropriate by the authorized doctor and is not included in the treatment plan.

9- Responsibility to Comply with Visitor Rules

  • Our patients are responsible for accepting their visitors within the framework of the rules determined by our hospital.
